En el presupuesto de la próxima vigencia se incluirán las partidas necesarias para darle cumplimiento a esta Ley; y en el caso de que así no se hiciere, el Gobierno queda facultado para abrir los créditos necesarios dentro del presupuesto de la próxima vigencia, sin afectar las partidas regionales.
