El Himat adelantará a nombre del Estado, una labor de vigilancia sobre los Distritos administrados por las asociaciones de usuarios, exclusivamente para supervisar el manejo racional de las aguas como bienes de dominio público y para garantizar los derechos de los usuarios en los bienes comunitarios.
