Art. 2.o Destínase de esta suma hasta cincuenta mil pesos ($50,000) para establecer y fomentar, por partes iguales, institutos nacionales de obreros en las capitales o entidades más importantes á juicio del Gobierno, de aquellos Departamentos en que no se hayan fundado o no se funden las Escuelas á que se refiere la Ley 121 de 1887 .
