Una vez cumplidos los trámites legales referentes al contrato con los concesionarios, las entidades concesionistas podrán expedir la correspondiente licencia de funcionamiento de apuestas permanentes por el término de duración del contrato, la cual tendrá validez únicamente dentro de la jurisdicción territorial correspondiente.
