La presente Ley rige a partir de su promulgación y deroga el parágrafo 2 del artículo 40 de la Ley 142 de 1994, el artículo 179 de la Ley 142 de 1994 y las demás que le sean contrarias, especialmente las normas pertinentes contenidas en las Leyes 142 y 143 de 1994.
