Art. 2.° El fondo de amortización de la deuda antigua, fijado en un millón de pesos ($1.000,000) anuales se reducirá también desde la próxima vigencia económica a cuatrocientos mil pesos ($400,000) anuales, haciéndose en los diferentes fondos especificados en el artículo 4.° de la Ley 87 de 1886 la rebaja proporcional.

Parágrafo 1

° Las seis unidades correspondientes á las libranzas se rematarán en lo sucesivo por separado, así: cuatro unidades para las libranzas que hagan interés del seis por ciento anual, y dos unidades para las libranzas que ganan interés del seis por ciento anual.

Parágrafo 2

° Extinguida que sea una de las dos especies de libranzas, el fondo que le correspondía acrecerá á la otra especie hasta su amortización definitiva.
