Artículo Transitorio. Las solicitudes de entrega realizadas por conducto diplomático antes de la fecha de vigencia de este Decreto, se podrán resolver de plano por parte del Director de Impuestos y Aduanas Nacionales de Colombia, hasta el 30 de septiembre de 1996, de acuerdo con las pruebas presentadas, siempre y cuando el acto administrativo que declaró el abandono u ordenó el decomiso se encuentre debidamente ejecutoriado.
