Créase en calidad de institución permanente el "Premio Jorge Eliécer Gaitán", que consistirá en una especial distinción académica, y en la entrega del valor de seis mil pesos ($ 6.000) anuales al autor colombiano de la mejor obra que se publique dentro o fuera del país en cada año, sobre criminología o ciencia jurídico-penal. Los concursos serán reglamentados y el premio adjudicado por el Consejo Directivo de la Universidad Nacional.
