Cuando el Gobierno tenga noticia de un uso indebido de aguas nacionales, podrá, por conducto del Ministerio de la Economía Nacional, de oficio o a petición de tercero, tomar las medidas conducentes a fin de obtener un exacto conocimiento de los hechos y hacer cesar la irregularidad.
