Artículo noveno. Con las partidas globales votadas en este Presupuesto para el sostenimiento de dependencias o sérvicios nacionales, no podrán pagarse ninguna clase de primas o bonificaciones sobre los sueldos básicos que fijen las leyes, o legalmente aprobados, con excepción de las primas o bonificaciones que las leyes reconocen a los miembros de las Fuerzas Militares y de la Policía Nacional. La Contraloría General de la República hará cumplir estrictamente esta disposición.
