El Gobierno garantiza todo tipo de asociación deportiva, de educación física y de recreación y el Instituto Colombiano de la Recreación y el Deporte (Coldeportes) o las Juntas Administradoras Seccionales de Deportes las reconocerán cuando cumplan los requisitos exigidos por el presente decreto y por sus normas reglamentarias.
