Si en cualquier momento de la próxima vigencia fiscal de comprobare un descenso en los ingresos nacionales que afecte el equilibrio presupuestal podrá el Gobierno reducir las apropiaciones previo concepto favorable del honorable Consejo de Ministros, en las cantidades necesarias para mantener dicho equilibrio.
