Art. 1. ° La Corte Suprema de Justicia, al resolver sobre una sentencia de muerte deberá dictaminar acerca de la conmutación de la pena por la inmediatamente inferior en la escala penal.

Parágrafo

Los dictámenes de la Corte Suprema no son obligatorios para el Gobierno, excepto cuando vote la conmutación de la pena de muerte.
