Créase un Junta de Cuarentena Vegetal que estará compuesta por el Fitopatólogo, el Entomólogo y el Agrónomo del Departamento de Agricultura, por un delegado de la Sociedad de Agricultores de Colombia y por otro de la Federación Nacional de Cafeteros. Esta Junta será presidida por el Ministro de Industrias, o en su defecto por el Secretario del Ministerio, asesoría al Ministerio en la aplicación o interpretación del presente Decreto y prestará sus servicios ad honórem. La Junta podrá, asimismo, hacer las observaciones que estime necesarias para que el Gobierno, si lo juzga conveniente, dicte reglamentos sobre cuarentena.
