El ingreso y los ascensos. El ingreso y los ascensos en la Carrera Diplomática y Consular se harán por concurso de ingreso o de ascenso. Los concursos de ingreso serán concursos abiertos y tendrán por objeto establecer la aptitud e idoneidad de los aspirantes a la Carrera Diplomática y Consular. El ingreso a la carrera sólo podrá hacerse en la categoría de Tercer Secretario. Los concursos de ascenso tienen como finalidad permitir a los empleados de Carrera Diplomática y Consular ascender en el escalafón de la misma en función del mérito, la experiencia y la capacidad. Los ascensos sólo proceden de categoría en categoría.
