En virtud de la urgencia de las provincias que decreta esta Ley, autorizase al Gobierno para crear las apropiaciones respectivas, por medio de un traslado dentro del Presupuesto actual, sin sujeción a los requisitos que exige la Ley 64 de 1931 .
