El que en tiempo de guerra, conflicto armado, conmoción interior o turbación del orden público, incitare clandestinamente al personal de las Fuerzas Armadas a desertar, abandonar el puesto o el servicio, a no atender los decretos de movilización o de llamamiento especial al servicio, o pusiere en práctica cualquier otro medio para realizar estos fines, incurrirá en presidio de dos a ocho años.
