º. El Ministerio de Relaciones Exteriores dispondrá la formación del escalafón de las carreras diplomática y consular, de acuerdo con las prescripciones del presente Decreto, y dictará en desarrollo de él las resoluciones correspondientes. El Ministerio designará el empleado que lleve tal libro, la forma que deba tener y las anotaciones que en él deban hacerse.
