Art. 1°. Cédese al Departamento de Antioquia la propiedad de cien mil hectáreas de los terrenos baldíos pertenecientes a la Nación, comprendida entre la cabecera del Distrito llamado Frontino, hacia la orilla oriental del río Atrato, dentro de los límites del expresado Departamento.
