Las Asambleas Departamentales fijarán los impuestos que pueden establecer los Municipios, sin permitirles gravar objetos gravados por el Estado, y pueden aquéllas ceder a éstos el todo o parte de los que les correspondan conforme a las leyes.

Los impuestos existentes hoy se conservarán mientras las Asambleas determinen lo conveniente.
