Toda mina de cobre titulada que, transcurridos tres años, contados desde la publicación de este Decreto en el Diario Oficial, no fuere explotada formalmente, pagará un impuesto igual a la mitad del fijado en el artículo 5º, durante el mismo tiempo y con los mismos recargos allí señalados.
