Art. 5.° Si pasados cuatro meses despues de la vijencia de esta lei, no se hubiere adjudicado el privilejio, el Presidente del Estado solicitará del Congreso nacional un ausilio con destino esclusivo al fomento de esta empresa ; para invertirlo del modo que lo estime mas conveniente.
