° Modifícase el artículo 3° del Decreto 1681 de 1991, el cual quedará así: “ARTICULO 3° Del Nivel Asesor. En este Nivel se clasifican los empleos a los que por la naturaleza de sus funciones les corresponde elaborar estudios y análisis que contribuyan a la formación de criterios, conceptos o formulaciones, dirigir y controlar las áreas que conforman la estructura orgánica de la Presidencia de la República”.
