No habrá lugar a anticipo de dinero por razón de sueldos a funcionarios o empleados públicos. Las anticipaciones solo tendrán cabida respecto de viáticos.

Derogase los decretos dictados por el Gobierno en que se concedieron sobre sueldos a varios empleados nacionales en virtud del artículo 2° de la Ley 72 de 1919 . En estos términos queda adicionada la Ley 54 de 1920 .
