Artículo cuarto. Sobre los costos directos e indirectos de las drogas que imparte, el Fondo podrá establecer un recargo hasta del 6011 en la venta que de las mismas haga para atender a los gastos de administración del Fondo, con cargo a los cuales podrán crearse, mediante resolución del Ministro los empleos necesarios para su gestión. Así mismo el Ministro podrá establecer los Comités de carácter interno que considere necesarios para el funcionamie.to adecuado del Fondo.
