Si a juicio de la Junta Directiva de la Defensa Civil existiere retardo injustificado en la ejecución de las obras o en el suministro de auxilios o elementos por parte de las entidades que lo hayan recibido con ese propósito, se dispondrá el reintegro total o parcial de los mismos. Los dineros o bienes sobrantes de la ejecución de una operación de emergencia, revertirán, según el caso, al programa de emergencias o a los almacenes de la Defensa Civil Colombiana.
