Art. 14. Destínase la suma hasta de cien mil pesos en oro ($ 100,000) del Tesoro nacional para dar cumplimiento al presente decreto, y excítese á los Gobernadores departamentales para que apropien la partida necesaria en sus Presupuestos con el mismo objeto, autorizándolos para tomar los gastos que ocasione, de las partidas que se hayan votado para cárceles.
