º . La financiación del proceso de reestructuración de las escuelas normales y el funcionamiento de las escuelas normales superiores se hará con cargo al situado fiscal, a los recursos propios de los departamentos, distritos y municipios y demás transferencias que la Nación haga a las entidades territoriales para educación. Esta financiación deberá especificarse claramente en el plan territorial de desarrollo educativo y en sus correspondientes presupuestos.
