Las entidades descentralizadas y demás empresas que estén prestando los servicios a los que se refiere la Ley 142 de 1994, se transformarán en empresas de servicios públicos de acuerdo con lo establecido en el artículo 17 de la Ley 142 de 1994, en un plazo hasta de dieciocho (18) meses a partir de la vigencia de la presente Ley.
