Art 8° Para la calificación y aceptación de las propuestas que se hicieren conforme a lo dispuesto en esta ley, habrá una Junta compuesta del Administrador de Aduana de Buenaventura, que la presidirá, del Administrador general de la renta de sal marina y del Jefe provincial de aquel puerto. Esta Junta tendrá un Secretario, que lo será el Contador de la Aduana. Las resoluciones de la Junta serán aceptadas por mayoría absoluta de los votos de sus miembros.
