Autorizase al Gobierno para conceder auxilios que se llamarán primas á las industrias que tiendan á aumentar los artículos de exportación en el pais, y que á su juicio crea que deban auxiliarse en esa forma.

Parágrafo

Las sumas que á este objeto se destinen se considerarán incluidas en el Presupuesto de Gastos de la vigencia en curso.
