° Las Asambleas Departamentales, además de los recursos de que pueden disponer para la construcción, conservación, mejora y fomentos de las vías públicas en general, están autorizadas para establecer entre los vecinos de cada Municipio una contribución de caminos ó de pisadura, en la forma que estimen más conveniente, dedicada única y exclusivamente á la apertura, conservación y mejora de los caminos de herradura y las carreteras.
