En el caso de que no fueren incluidas en el próximo y en los futuros Presupuestos las partidas a que se refiere el artículo anterior, se autoriza al Gobierno Nacional para efectuar los traslados y apropiaciones correspondientes a fin de darle el más rápido cumplimiento a la presente Ley.
