Créase en cada Municipio una Junta Municipal del Censo, compuesta del Presidente del Concejo que la presidirá, del Alcalde, del Personero, del Jefe del Ramo de Estadística en los Municipios donde exista, y de los vecinos honorables y competentes designados por el Concejo y que desempeñarán funciones ad honorem. Cada Junta Municipal tendrá un Secretario nombrado por ella, que podrá ser el mismo del Concejo.
