Cuando en los países a los cuales se exportan productos colombianos se exija el cumplimiento de requisitos administrativos que entraben o dificulten el libre comercio de los mismos, el Gobierno, a petición de los productores colombianos o de oficio, aplicará las mismas o similares medidas para los productos que provengan de dichos países, cuando los mismos no se avengan a retirar o modificar tales requisitos.
