°. Identificación y determinación de los Macroproyectos. Para identificar y determinar un macroproyecto, el Ministerio de Ambiente, Vivienda y Desarrollo Territorial deberá tener en cuenta los siguientes criterios
La dinámica poblacional.
El déficit cuantitativo y cualitativo de vivienda de interés social.
El impacto territorial de la intervención.
