Autorícese al Gobierno Nacional y al Congreso de Colombia para rendir honores al Maestro Ómar Rayo en el municipio de Roldanillo en el Valle del Cauca, en acto especial y protocolario, cuya fecha y hora será programada por la Mesa Directiva del honorable Senado de la República, en donde se trasladará una delegación integrada por el señor Ministro de Cultura y miembros del Congreso de la República, designados por la Presidencia del Congreso.

Copia de la presente ley será entregada a su familia en dicho acto y en Nota de Estilo.
