Artículo primero. Están sometidas al pago de la "Cuota de Rehabilitación y Fomento", las personas naturales, las sociedades anónimas o en comandita por acciones, las sucesiones ilíquidas y en general toda persona jurídica o entidad sujeta al impuesto sobre la renta y complementarios. No están sometidas al pago del impuesto las sociedades anónimas o en comandita por acciones y las sucesiones que se hayan liquidado antes del 15 de julio de 1953.
