La administración del acueducto estará a cargo de una junta integrada por tres miembros nombrados así: uno por el Ministerio de Obras Públicas, otro por el Gobernador del Departamento del Magdalena, y el tercero por el Concejo Municipal de Santa Marta. La Junta queda facultada para contratar el empréstito de que trata el artículo anterior y para delegar el control financiero de la obra a los prestamistas.
