Si la situación del Tesoro no permitiere dar cumplimiento a la presente Ley, a la vez en todas las capitales de los Departamentos, y hubiese alguno de los Municipios no favorecidos, que quisieren emprender con fondos de su Tesoro la construcción del campo de aterrizaje, el Gobierno queda autorizado para celebrar contrato con el Municipio que lo desee, estipulando la forma en que se hará el reintegro de la suma invertida en la construcción, la que se sujetara, en todo caso, a los planos aprobados por el Ministerio del ramo.
