Los gastos que demande el cumplimiento de la presente Ley, hasta por la cantidad de un millón de pesos ($ 1.000.000.00), se harán cargo al Ministerio de Fomento, para cuyo efecto se incluirá la partida respectiva en el Presupuesto de la próxima vigencia. En el caso de que la partida en cuestión no fuera incorporada al Presupuesto Nacional, se autoriza al Gobierno Nacional para hacer las operaciones presupuéstales que sean necesarias con el fin de hacerla efectiva.
