Art. 2.° Autorízase al Gobierno:

1.° Para tratar con los Gobiernos de Bolivia, Ecuador Perú y Venezuela, sobre la manera y medios más adecuados á la realización de tal proyecto;

2.° Para conceder la licencia necesaria á fin de que el monumento se erija en territorio colombiano; y

3.° Para entrar á estudiar los modelos de la obra y bases de la empresa, inmediatamente que el Gobierno de Venezuela pueda proponerlos.
