La distribución de las becas se hará como lo dispone el artículo 14 de la Ley 39 de 1903 .

Parágrafo 1

Preferentemente se darán las becas de las Escuelas Normales a los alumnos y alumnas pobres de las escuelas públicas de primera enseñanza que obtengan las mejores calificaciones.

Parágrafo 2

Las becas que corresponden a cada Departamento se distribuirán entre las varias Provincias que lo integran, de acuerdo con la densidad de población de cada una de ellas.
