Sin perjuicio de las competencias asignadas por las disposiciones vigentes al Ministerio de Transporte sobre la operación del transporte fluvial, la jurisdicción otorgada a la Dirección General Marítima sobre los ríos que se relacionan en el articulo 2º del Decreto 2324/ 84, se refieren al control de la navegación de las embarcaciones marítimas o fluviales de bandera extranjera y a las de bandera colombiana con puerto de destino extranjero, sin perjuicio de las competencias establecidas en el Decreto 951 de 1990.
