Artículo diez y nueve. En caso de que el postor escogido no hubiese dado cumplimiento a lo previsto en los artículos 10 del Código de Petróleos y 3º de la Ley 10ª de 1961, el Ministerio podrá otorgar, a petición del interesado, un término para el cumplimiento de esas obligaciones. Si la incorporación no se realizare oportunamente, la licitación se declarará desierta y se hará nuevamente. En tal evento, el proponente escogido perderá, a favor de la Nación, la garantía depositada.
