Los concursos serán para ingreso a la Carrera, ascenso dentro de ella e ingreso al servicio. El Consejo Superior de la Administración de Justicia sentará, en cada oportunidad, las bases de los concursos, determinará las fechas en que deban realizarse, el sistema de calificación, los distintos factores para esta, y los administrará y calificará directamente y con la asistencia de la Oficina de Asesoría y de entidades públicas y privadas especializadas en la materia.
