° Se transmitirán con carácter de francos, con limitación de 25 palabras diarias un mismo destinatario, los telegramas que dirijan el Delegado Apostólico, los Arzobispos y Obispos, y los Vicarios Apostólicos, cuando estén encargados, siempre que los despachos sean dirigidos dentro del radio de su jurisdicción eclesiástica, o al Presidente de la República o Ministros del Despacho Ejecutivo.
