° El Instituto Colombiano de Cultura deberá comprar los libros a que se refiere la Ley 34 de 1973 con un descuento no menor del 30% sobre el valor, de venta por ejemplar al público. Este valor deberá ser acreditado por los interesados mediante catálogos o avisos impresos o listas de precios de los editores o por otros medios que estime conveniente exigir el Instituto Colombiano de Cultura.
