Art. 16. Las Administraciones principales, teniendo en cuenta la residencia de los empleados a quienes deben pagar sus sueldos, podran delegar a las subalternas el pago de los que les estén mas cercanos, a fin de que en ningún caso la demora en el pago sirva de pretesto del mal servicio.
