ARTICULO SEGUNDO. Los cargos de la Planta de Personal que se crean mediante este Decreto serán provistos en todo caso por el Director General del Instituto de Seguros Sociales, quien sólo podrá designar a personas que no laboren en el Instituto, cuando ninguna de quienes están vinculadas al mismo cumplan con las normas y requisitos legales vigentes.
